Murray-Darling and Bulloo basins
Healthy Waters Management Plans (HWMPs) identify ways to protect and enhance the quality of water in the Queensland Murray-Darling and Bulloo basins.
HWMPs are developed by the Department of Environment and Science (DES), under section 16 of the Environmental Protection (Water and Wetland Biodiversity) Policy 2019. EPP (Water and Wetland Biodiversity), and contribute to achieving the purpose of the Environmental Protection Act 1994, namely to achieve ecologically sustainable development. Additionally, HWMPs fulfil the legislative requirements of a water quality management plan under Chapter 10 Part 7 of the Commonwealth Basin Plan 2012 (Basin Plan).
Environmental values (EVs), water quality objectives (WQOs), and management intent for Queensland Murray-Darling and Bulloo basins are included in the HWMPs, and will be recommended for inclusion under the EPP (Water and Wetland Biodiversity) to inform decision making.
Four HWMPs have been developed for the river basins of the Queensland Murray-Darling and Bulloo basins: (1) Warrego, Paroo, Bulloo and Nebine; (2) Condamine; (3) Queensland Border Rivers-Moonie; and (4) Maranoa-Balonne. The Warrego, Paroo, Bulloo and Nebine HWMP was finalised in 2017 and the HWMPs for the remaining river basins were finalised in 2019.

EPP (Water and Wetland Biodiversity): scheduled Environmental Values and Water Quality Objectives
Environmental Values and Water Quality Objectives for the waters of the Queensland Murray–Darling and Bulloo River basins are under development. The first round of public consultation on draft material was held in 2017.
Submissions received during the first round of public consultation were considered in the preparation of material for the final round of public consultation on the draft Environmental Values and Water Quality Objectives for the waters of the Queensland Murray–Darling and Bulloo River basins.
The final round of public consultation on environmental values and water quality objectives for the Queensland Murray–Darling and Bulloo River basins occurred in mid-2018. The public submissions have been reviewed in preparation for scheduling under the EPP (Water and Wetland Biodiversity), proposed to commence in 2019.
Healthy Waters Management Plans
The Queensland Murray-Darling and Bulloo Basin Healthy Water Management Plans (HWMPs) are part of the package of documents developed by the Queensland Government to meet the Commonwealth water quality requirements under the Basin Plan 2012. Four HWMPs have been prepared for the Queensland Murray-Darling and Bulloo basins and have been approved by the Commonwealth Government to meet Queensland’s accreditation requirements for relevant water quality sections under the Basin Plan 2012.

Store and release code of practice
The Queensland Government and Cotton Australia have prepared a code of practice for the release of water from farm storages to the Queensland Murray-Darling Basin . The code of practice assists local farmers storing and releasing water to the Basin to meet their general environmental duty under the Environmental Protection Act. Source catchments water quality modelling
The Queensland Government has developed source catchments water quality models for the Queensland section of the Murray-Darling Basin. The Queensland Murray-Darling Basin Water Quality Models were built to assist in developing Water Quality Objectives, as well as to inform water quality management actions in the HWMPs.
Socioeconomic report for the protection of EVs
The Queensland Government commissioned Marsden Jacob Associates to conduct a socioeconomic assessment on the value of protecting and enhancing Environmental Values and water quality in the Queensland Murray-Darling Basin.
